This report deals with the stability and stabilizability of dynamical systems with time-delay. Sufficient conditions are developed to check whether a system is stable or instable when it is autonomous and stable or instable under a given control law. Delay-dependent and delay-independent sufficient conditions are developed. LMI techniques are used. Some numerical examples are worked out to show the usefulness of the proposed theoretical results.
