Integrated Public Facility Location

A vast research effort has been directed toward the development of public facility location models over the last 50 years. These models apply to specific types of facilities – schools, hospitals, etc. However, public facility location decisions are often made within spatial planning processes, desirably in an integrated manner. In this presentation, we describe a multi-period, multi-level model for integrated public facility location. The objective is to maximize the accessibility of population to facilities. An important feature of the model is the fact that it takes explicitly into account the influence of location decisions on the spatial distribution of population growth – this influence may be negligible when facilities of different types are planned separately, but certainly not when they are planned simultaneously. The pertinence and usefulness of the model are discussed with reference to a study involving the Centro Region of Portugal.
